On
November 20, 2006 the five federal and state agencies who
implement the Interagency Bison Management Plan (IBMP) agreed
to have more tolerance for Yellowstone bison that migrate
into Montana.
Intensive hazing operations, beginning on April 10, 2007,
showed that the Montana Department of Livestock, who has the
discretion to implement the changes, has no intention of honoring
the agreement.
